Contractor Information

The Bureau of Construction, Activation, Maintenance and Sustainability (CAMS) handles capital improvement projects and sustainability efforts within the Ohio Department of Rehabilitation and Correction. Capital projects funded up to $1.5 million are locally administered by CAMS and above $1.5 million are administered by the Ohio Facilities Construction Commission. The process, procedures and documents utilized in administering capital projects can be located at the below links.

CAMS has worked with OFCC to initiate the first biennium of ODRC’s Master Plan, which will progress through five upcoming biennia of capital requests. Major highlights include the deconstruction of the old Orient complex and new construction at the three pivotal locations (ORW, FMC, and PCI) identified during the master planning process to support population management needs. ORW, FMC, and PCI project planning includes female, geriatric, medical, mental health, and level 3 density. Each of these facilities will pursue LEED (Leadership in Energy and Environmental Design) Certification

In July 2012, DRC released a Three-Year Strategic Sustainability Plan, which set goals and outlined strategies for conserving utility usage, reducing waste sent to the landfill, and developing education and training opportunities for offenders. Since then, we have continued to update this plan to find ways to promote sustainable practices in order to reduce environmental impacts; contain costs; offer employment, education, training, reentry, and therapeutic opportunities for inmates; and provide needed services to the community.
